Oaxaca: Assambly cancel the authorization given to CFE in “Paso de la Reina” project

In a press conference held on the 27th July, a member of The Council of Unified Peoples for the Defense of the Río Verde (Copudever, El Consejo de Pueblos Unidos por la Defensa del Río Verde) in Tataltepec de Valdés, alongside the president of the Communal Lands Commission of Paso de la Reina, Juan Gómez Gómez, commented that the general assembly had revoked and cancelled the authorization, which on the 27th June 2007 had granted in writing permission for the Federal Electricity Commission (CFE, Comisión Federal de Electricidad) and other departments to conduct studies of the land. The government-sponsored CFE has, however, ignored the opposition expressed by various indigenous communities, and maintains its decision to go ahead with the construction of the hydroelectric dam in community lands, that will run through the Río Verde in the Istmo of Oaxaca. This is in spite of the fact that those affected demand that the project is cancelled and have already mobilized themselves to stop the preliminary workers of the site.

The representative of Copudever, Juan Gómez Gómez, has demanded that the authorities respect the rights of the cooperative and the ‘free and informed’decision of the indigenous communities, as recognized by the internationally signed and ratified agreements of the Mexican government.

Oaxaca: Hydroelectric Dam Project “Paso de la Reina”

Since 1966, the Federal Electricity Commission (CFE, Comisión Federal de Electricidad) has performed numerous studies on the main riverbed of the Río Verde – located in the Sierra Sur and the coast of Oaxaca- in order to discover the hydrological, geological, environmental, and social qualities of the region, as well as potential hydroelectric possibilities for this important region of the country.

Since the middle of February 2006, the CFE has been visiting communities in this region and presenting a project named “Hydraulic Project- Paso de la Reina”.

This dam would have a 195 meter long curtain of water and would directly affect 3100 hectares in 6 municipalities and 15 communities on the coast of Oaxaca. These communities are made up of indigenous people from the Mixteca and Chatina peoples, as well as afro-mestiza groups.

The Council of United Peoples for the Defense of the Río Verde (COPUDEVER, El Consejo de Pueblos Unidos por la Defensa del Río Verde) was formed on June 9th, 2007, in San José del Progreso Tututepec, which is located close to the Ricardo Flores Magón dam. This council is made up of members of the communities of Tataltepec de Valdés, and Santiago Ixtayutla, and their principal objective is to defend their land, water, and natural resources [Source: El Topil].

Guerrero: A member of CECOP erroneously detained as the struggle against La Parota continues

On September 3, 2008, Jacinto Solís Vázquez, a member of the Council of Ejidos and Communities Opposed to the dam La Parota (CECOP, Consejo de Ejidos y Comunidades Opositores a la presa La Parota), was detained by agents from the Ministerial Police (PIM) who transported him to the Las Cruces detention center in the municipality of Acapulco, Guerrero. Solís was detained under a warrant which had been cancelled in 2004 after an appeal was made. After 20 hours in police custody, he was released despite the fact that the Sixth Court (of the penal branch ascribed to the detention center in Las Cruces) justified the arrest stating that the PIM agents were unaware of the fact that the arrest warrant was no longer valid.

According to the Tlachinollan Human Rights Center of the Montaña (CDHM Tlachinollan, Centro de Derechos Humanos de la Montaña “Tlachinollan”), these events are just one example of how the government continues in its intent to hinder the CECOP movement. It is important to remember that on July 30, during a visit to Acapulco, the Secretary of the Interior, Juan Camilo Mouriño Terrazo, declared that the hydroelectric dam project, La Parota, would continue in force. His comments seem to confirm the fact that neither the federal nor the state governments have taken the position of the CECOP or the recommendations made by the UN to suspend the project, into consideration. The CDHM Tlachinollan considers the arrest of members of CECOP, such as that of Solís, El CDHM Tlachinollan considera que las detenciones de miembros del CECOP, como la de Solís, part of a “strategy that the state government has been following in order to generate an confrontational environment in response to its plan to sujugate, silence and criminalize those in opposition and resistence to the construction of la Parota.”
