Chiapas: The La Realidad JBG denounces attacks on residents of the Che Guevara territory

On 28 October, the La Realidad Good-Government Council denounced aggressions targeting Zapatista support-bases in the Che Guevara territory.  The communique says, “WE STRONGLY DENOUNCE the acts of injustice, provocations, and looting which our comrade EZLN support-bases are suffering in the recovered territory ‘CHE GUEVARA’ pertaining to the autonomous municipality of Tierra y Libertad located in Belisario de Domínguez (official municipality of Motozintla de Mendoza, Chiapas). For months they have been threatened with displacement by the same group of persons who are manipulated by Guillermo Pompilio Gálvez Pinto, Carmela Oseguera Ramos, and Silvano Bartolomé Pérez, and that one year ago (17 October 2012) people from this same group gravely attacked one of our comrades with a firearm.”

This latest attack, which took place on 23 October, consisted of the threat to cut off water to a comrade Zapatista support-base on the part of people related to the municipal government of Motozintla de Mendoza.  “All these acts of invasion and provocation done to us by these people in wanting to deprive a comrade of water are organized, manipulated, and supported by the three levels of government.  We as Zapatistas know how to understand and respect whenever it is that we are respected; in light of this act we demand that the 3 levels of the bad government control their people so that the situation does not worsen, leading us to be forced to take our own measures.”

On 15 August there were published two communiques from Zapatista Good-Government Councils (JBGs).  For one, the Morelia JBG denounced that on 2 August Zapatista support-bases in the Moisés Gandhi ejido, Che Guevara region, autonomous municipality of Lucio Cabañas, were violently attacked by 20 members of ORCAO (Regional Organization of Coffeegrowers of Ocosingo) while working their land.  The communiqué indicates that the aggressors were armed with firearms and bludgeoning weapons, and that they fired 15 times against the Zapatistas, thus threatening them and telling them that the land was theirs.  The JBG added that on 6 August the ORCAO militants entered once again to attack the support bases, surrounding them and firing on them with firearms of different calibers, and spraying part of the collective water resource.  Finally, the JBG noted that on 8 August these same persons arrived once again to intimidate the Zapatista supporters, “who at no time responded to these provocations, instead continuing work on their lands.”  The JBG mentioned that “this situation also occurred in the San Diego community, Che Guevara region, on 26 July, when ORCAO members entered to spray the Zapatistas’ pasture.”

On the other hand, the La Realidad JBG denounced the provocations suffered by Zapatista support bases at the hands of persons from Veracruz, San Carlos ejido, official municipality of Las Margaritas, “under the protection of the bad government and the PVEM and PRD parties.”  In this place the Zapatistas have maintained a goods store and coffee exchange as run by autonomous municipalities in the area.  As the communiqué explains, the aggressors carried out different provocations toward the end of ruining the Zapatistas’ store, thus showing that they would like to take it so as to obtain two governmental projects.  On 6 August, 45 persons went to the store and there placed wire around it, thus blocking the entrance and demanding that the Zapatistas hand over the establishment, verbally attacking them.  The communiqué denounced that on 11 August, these same persons cut the electricity of the store and a home belonging to Zapatistas.

In a communiqué released on 12 October, the Good-Government Council Hacia la Esperanza of Caracol I (Mother of the Caracoles of the Ocean of our Dreams) in La Realidad denounces death-threats and aggressions against Zapatista support-bases in the community Che Guevara (recuperated territory), from the Zapatista autonomous municipality Tierra y Libertad.  It indicates that persons from surrounding ranches who are protected by governmental functionaries robbed, looted, attempted to murder, and directed death-threats against Zapatistas there.  The communiqué notes that “These delinquent acts fill us with indignation, especially given that the governmental institutions that are supposed to do justice leave this aside altogether, allowing impunity to continue [...].  We are tired of what the bad government does; it incarcerates the innocent, and the criminals walk wherever they like, enjoying full liberty.”

On 2 August, the Zapatista Good-Government Council (JBG) Hacia la Esperanza found in Caracol I Madre de los Caracoles, Mar de Nuestros Sueños in La Realidad, frontier jungle zone, publicly denounced provocations and attacks on the part of officialist authorities.  The JBG mentions that these originate from the “authorities and ejido of Monte Redondo and the political parties PAN, PRD, PRI, and Green Ecologists located in the official municipality of Frontera Comalapa, Chiapas, in the terrain of our comrade support-bases of the Zapatista Army of National Liberation from the autonomous municipality of Tierra y Libertad.”

The communiqué mentions that “on 27 July 2011 at 6am approximately 200 persons from different political parties including authorities from Monte Redondo entered the lands of our support-base comrades intending to chop down coffee plants, ones that were already giving fruit [...].  These actions are impelled by the authorities and the persons who support them in the ejido” that the JBG claims to be party-members of PRD, PAN, PRI, and Green Ecologists.  It continues by mentioning that “we know very well that these provocations are the plans of the bad government and we declare Juan Sabines Guerrero responsible for that which is happening, since he tricks and manipulates people with his lying policies when his actions are total obscenities.  It is clearly seen that he is in agreement, the actor, and complicit in these actions.”

The JBG emphasizes that “we will not tolerate more provocative actions and much less that they will displace us; we will defend our lands regardless of the cost.  It is our mother and we will fight for it, given that by rights it corresponds to our comrades.  Do not think that they are merely provoking these comrades; they are instead provoking all of us as Zapatistas.  They are not alone; they know that well.  We demand justice and we request that the authorities and the Monte Redonde ejido allow our comrades to work in peace and to be respected so that they can use their lands that corresponds to them by right.”

In a communiqué released on 17 April 2011, the Good-Government Council (JBG) “Hacia La Esperanza,” located in the Zapatista caracol of La Realidad, denounced that Patricio Domínguez Vásquez, a supporter of the Zapatista Army of National Liberation (EZLN), was attacked on his ejidal property in Monte Redondo (Frontera Comalapa) by ejidal authorities, accused of false charges, kidnapped, and handed over to the Public Ministry.  The JBG demands the immediate liberation of Domínguez Vázquez, who has been incarcerated in the Motozintla jail.

Chiapas: La Realidad JBG claims more evictions to come in Zapatista territories

The Zapatista Good-Government Council (JBG) “Towards Hope,” located in the jungle border zone of Chiapas, of the caracol La Realidad denounced in an April 30 communiqué that “Calderón is planning new evictions in Zapatista communities, thus opening a breach that would enclose the Montes Azules biosphere; these are the plans of the three types of bad government: municipal, state, and federal.” The JBG added, “We love the Earth; we work it, care for it, and defend it.  For these reasons, we are ready to defend it all costs.”

In an article in the Mexican newspaper La Jornada, Hermann Belinghausen referred to the context referred to by the JBG communiqué, explaining: “On April 28th, the state delegate of the Attorney General’s Office for Environmental Protection (Profepa), Ricardo Alonso Frías, announced that an ‘inter-institutional commission’ was working with ‘seven settlements to achieve their relocation, through dialogue–to leave the Lacandon Jungle Community and the Montes Azules Biosphere Reserve.”  Profepa told the press-agency Notimex that these villages “constitute less than 3000 hectares and are made up of the settlements Salvador Allende, Ranchería Corozal, San Gregorio, Nuevo Limar, Agua Dulce, Ojo de Agua La Pimienta and Nuevo Villaflores.”  “Among other offers or proposals” was mentioned a “counter-offer–namely, the granting of financial assistance for their departure from the site.”

In their communique, the JBG states that “for us, the land is for s/he who works it; therefore, this JBG publicly condemns the events that are taking place.  In light of this situation, we announce that, as the EZLN, we will not allow a single other eviction; we will not tolerate these actions, much less stop.  We will defend our land whatever happens because for us, the land is not for rent, let alone to be made an object of sale.”

Evictions involving both police and military units took place earlier this year, in January. During the forced evictions of the communities of Laguna El Suspiro (also known as El Semental) y Laguna San Pedro (known as San Pedro Guanil), both located in the municipality of Ocosingo, several violations of basic rights were committed against the children, women and men who have occupied this area since ancient times.
