Chiapas: Annual report by the Fray Bartolomé de Las Casas Center for Human Rights

Presentation of the 2010 report by Victor Hugo López, director of Frayba @ Frayba

On 30 August 2011 the Fray Bartolomé de Las Casas Center for Human Rights (CDHFBC) presented its 2010 Report, “The land lives through the path of resistance,” in which it discusses the human-rights situation and processes of wholesome defense and exercise of rights between April 2010 and March 2011.  Víctor Hugo López, director of the Center, noted that the presented document has among its objectives to “give an account of the human-rights situation and of the processes of defense and exercise of rights in four terms: territory, criminalization of protest, autonomy, and historical memory.”

The report affirms that the indigenous people of the country find themselves in an extremely complex reality due among other reasons to disputes over territorial control and the culture of violence generated by the Mexican State.  It speaks to the negative impacts of the so-called “green” ural development projects promoted by the State expressed through plans for ecotourism, eco-archaeo-tourism, alternative tourism, and rural cities, among others, which cause the peoples to be subjected in many cases to expulsion from their places of origin or to be internally divided among themselves.

Another constant documented in the report is the increase in cruel, inhuman, and degrading treatment, as well as acts of torture against persons of the civilian population presumably linked to “organized crime.”  According to the CDHFBC, in several cases the arbitrary actions that violate the right to the presumption of innocence and to due process are clear.
