In a bulletin published on 11 July, the Fray Bartolome de Las Casas Center for Human Rights (CDHFBC) denounced the harassment of its workers by security personnel on two separate occasions which took place in the first week of July.
The CDHFBC reported that on 2 July in Tuxtla Gutiérrez, members of the Center were blocked and harassed by security agents from the Institute for Security and Social Services of State Workers (ISSSTE) as they were carrying out documentation work with victims of police repression, members of the Democratic Bloc of Section 7 (29 June). The report stressed that “inside the installations were found units from the Ministerial Police and outside there were Preventive State police.”
The previous day, the Special Prosecutorial Office for Human Rights and Attention to Victims and Services to the Community responded with officially by denying the events of 29 June, asserting instead that “There is no knowledge of persons who have been arrested […] or of injured and hospitalized people.”Subsequently, on 6 July in the Playa de Catazajá prison, a doctor collaborator with Frayba was surveilled and harassed by an official who repeatedly took pictures of him, physically blocking his access to a physical examination of Antonio Estrada Estrada, from San Sebastián Bachajón, who adheres to the Sixth Declaration of the Lacandona Jungle. Estrada has spent nearly two years in prison.Due to these events, the CDHFBC has expressed its concern for “the position of the government to not facilitate and instead impede and harass the work of documentation that we perform. On the contrary, it is evident and lamentable that in offices created [ostensibly] for the observance of the obligations to protect, respect, and guarantee human rights, there is seen a covering up of acts and protection of officials and workers, in addition to outright denial of actions. All this implies impunity and the repetition of human-rights violations.”
