Chiapas: Frayba Denounces Obstruction in Defense and Promotion of Human Rights

On February 22nd, the Fray Bartolome de Las Casas Center for Human Rights  (Frayba) reported that the director of El Amate prison, located in the municipality of Cintalapa, Juan Jose Trujillo Cruz, obstructed its “defense and promotion of human rights, in the documentation of torture and other cruel and inhuman and degrading treatment or punishment .”

In a statement, Frayba said that on January 31st, four Frayba members showed up at El Amate to meet with six inmates who asked “for documentation of having been tortured, but despite following the protocols, entry was denied.” It added that on February 4th, they again requested the authorization in writing, but “the prison authorities of the State of Chiapas again rejected the request.” In other incidents, it pointed out that on February 17th, “one of the people who denounced acts of torture against him, requested permission for access by means of an official letter addressed to the Undersecretariat for the Execution of Criminal Sanctions and Security Measures, of the Secretariat of Security and Citizen Protection of Chiapas”, also with no result.

Frayba said that “it has a well-founded fear that the victims of possible human rights violations that are held in Cerss No. 14, El Amate, are in a situation of vulnerability and when they denounce these acts, they are subject to more threats, isolation and/or unjustified transfers as mechanisms to generate fear in the victims and their families, as has been the pattern of action of the prison authorities.”

Frayba recalled that “it is a non-governmental organization that documents cases of torture and comprehensively accompanies victims and their families, promoting the observance and defense of human rights. Obstructing the work we do highlights the Chiapas government as an authoritarian and repressive government.”
