National: Maya Train – While Yucatan Grants Definitive Suspensions, AMLO Declares it SEDENA Heritage

On March 17th, the Fourth District Court in the state of Yucatan granted three definitive suspensions against the approval of the Environmental Impact Statement (EIS) that SEMARNAT had presented for Section 3 of the Maya Train due to the “uncertainty about the true impact of the project.”

These suspensions follow claims for protection filed by the Assembly of Defenders of the Mayan Territory “Múuch’ Xíinbal” and the Chuun t’aan Maya Collective, which resulted in provisional suspensions in February of this year. This decision implies that construction works “or any other that implies deforestation or putting at risk native animal and plant species of the State’s territories” be halted “until the final judgment is issued.”

Meanwhile, the head of the National Fund for the Promotion of Tourism (FONATUR) announced that it will be the Ministry of Defense who will be in charge of the operation of “the entire Maya Train, and not only Sections 1, 6 and 7 as initially proposed.” This announcement assumes that the resources “will no longer go to the Ministry of Finance to form part of the expenditure budget, all proceeds will go directly to the Army” to finance the pensions of sailors and soldiers and “guarantee security in the region.”

With this decision, an “unprecedented” support is given to an institution “that accumulates more power every day and perpetuates it as an economic and political agent for subsequent governments.”In the same sense, the security analyst, Alejandro Hope, assured that this decision “has a very clear political rationale” since if in the future any government, “for whatever reason […], decides to sell or close the train it will have to confront the Armed Forces”, which means they are included in discussions of economic and political matters.
