On November 13th, thousands of people marched in Mexico City against the electoral reform proposed by President Andres Manuel Lopez Obrador. Demonstrations were also held in more than 60 cities throughout the country under the slogan “Hands off The INE (National Electoral Institute).”
The electoral reform that will be discussed in the coming weeks in Congress raises, among other aspects:
- The INE should not disappear but rather change its name: it would be called INEC (National Electoral and Consultation Institute) and it would continue to be autonomous.
- Reduce the number of deputies from 500 to 300.
- The same with the number of senators, which will go from 128 to 96.
- The INEC advisers and magistrates of the Electoral Tribunal of the Federal Judiciary (TEPJF) will be proposed by the three powers of the Union and elected by popular vote in open elections.
- Cut the number of INEC directors from 11 to 7.
- Public financing to political parties only for electoral campaigns.
- Reduce to 30 minutes a day the time for political propaganda on radio and television.
- Reduce participation in a popular consultation from 40 to 33 percent to make it binding.
- Eliminate local electoral bodies.
- Implement electronic voting.
While Lopez Obrador assures that his initiative seeks to transform and refine the electoral system, others maintain that the reform proposal could ensure control of the electoral body for the ruling party in the 2024 presidential elections.
