On 22 November, in observance of the monthly commemoration of the 1997 Acteal massacre, the Las Abejas Civil Society recalls its martyrs and newly indicated the intellectual authors of this cruel act: “Acteal has remained in the history of a country as a crime against humanity.  We would like strongly to note that Emilio Chuayfett, who in 1997 was Secretary of Governance of the administration of Ernesto Zedillo, when one of the worst massacres in the history of country [took place].  Now he is Secretary for Public Education (SEP) and [he is responsible] for the death of 45 of our brothers and sisters who were shot down during 6 hours.”

Las Abejas warned that “the paramilitaries are reactivating themselves because they have been released by the Supreme Court for Justice in the Nation, and they are now in the communities of Chenalhó.  In particular the ex-mayor Jacinto Arias Cruz from the Puebla Colony now is at large and still organizes his subordinates.  Due to the Supreme Court for Impunity in the Nation, our Catholic brothers and sisters find themselves displaced from the Puebla ejido, in addition to two Baptists.”

In observance of the monthly commemoration of the Acteal massacre (December 1997), the Las Abejas Civil Society released a communique challenging the National Crusade against Hunger which was launched in Las Margaritas, Chiapas, the previous day as being nothing more than a “pretty painting.”  The organization denounced as well that “the only thing” that President Enrique Peña Nieto has done “with regard to hunger is to increase the number of hungry persons.”  They explained that “s/he who lives from the welfare of the State is a slave.  We are clear that their projects will not benefit us: they merely change the laws so that indigenous peoples remain ignorant.”

Another of the points they locate as being part of this “pretty picture” is the new interest that has been expressed by authorities with regard to the San Andrés accords regarding indigenous rights and culture.  Las Abejas affirm that “the PRI not is very new; as we know, the paramilitaries who came to kill our brothers in Acteal belonged to the PRI.  Regarding the Green Party that won in Chiapas, we know that it is nothing more than the same PRI merely colored with green.  And they say that they will respect indigenous rights.  Really, does this apply to Emilio Chuayffet who jointly with Ernesto Zedillo is the intellectual author of the Acteal massacre?”

They also directed three questions to Manuel Velasco Coello, the new governor of Chiapas, regarding the question of the Special Prosecutorial Office that will investigate the case of the Acteal massacre:

1) “For what reason was this Office created, if not to punish?

2) Why was neither the public in general nor Las Abejas notified of the results of its investigations?

3) Taking into account the results of the report “which we could read in the webpage of the American lawyers”: “If these were the conclusions, then why did they decide not to exercise punishment against those responsible?”

Las Abejas added that the day that the state government contests said questions, “we can then begin to believe that they intend to respect indigenous rights.”

On 30 December 2012, shortly before the 19th anniversary of its 1994 insurrection, the Zapatista Army of National Liberation (EZLN) released a communique and two letters, one of them directed “to whom it may concern above” and another to Luis H. Alvárez (PAN), former coordinator for the Peace Dialogue in Chiapas and former official in the Department for the Development of Indigenous People.

In these new documents, the EZLN strongly criticizes the different political parties, the federal government (both the former one and the new one, with its president and new cabinet officials), the state and municipal governments, saying that they had all failed in their attempt to resolve indigenous problems.The communique also announces a new series of actions on its part: “IN THE NEXT FEW DAYS THE EZLN, BY MEANS OF ITS SIXTH AND INTERNATIONAL COMMISSIONS, WILL MAKE KNOWN A SERIES OF INITIATIVES, PEACEFUL AND CIVIL, TO CONTINUE COLLABORATING WITH OTHER INDIGENOUS PEOPLES IN MEXICO AND THROUGHOUT THE CONTINENT AND ALL THOSE IN MEXICO AND THROUGHOUT THE WORLD WHO RESIST AND STRUGGLE FROM BELOW AND TO THE LEFT.”

On 12 October, in observation of the presentation of a “Day of Cultural Resistance,” the Las Abejas Civil Society of Acteal denounced in a press-conference the injunction filed in the United States against Ernesto Zedillo Ponce de León, considered one of the material authors of the Acteal massacre and the counterinsurgency war against the indigenous peoples of Chiapas.

The communiqué reads “We came here to say once again that the Acteal massacre continues to go unpunished.  We came to say that the intellectual authors of this State crime, committed on 22 December 1997, continue free; they are fugitives from justice.  We came here because in no way will we permit that foreign persons or persons outside our organization use and manipulate the justice of the Acteal massacre…  We have nothing to do with the demand presented in US courts against Ernesto Zedillo for the Acteal massacre.  It is very clear that these persons who use the name of the survivors of Acteal are persons who only desire power and money rather than true justice.”

They found other public figures to be responsible as well: “It is for this reason that apart from Zedillo as intellectual author of the massacre we find responsible Emilio Chuayffet Chemor, Gral. Enríque Cervantes Aguirre, Julio César Ruiz Ferro, Gral. Mario Renán Castillo Fernández, Homero Tovilla Cristiani, Uriel Járquin Galvez, Jorge Enríque Hernández Aguilar, David Gómez Hernández, Antonio Pérez Hernández entre otros.”  Beyond including this, “it is not only Zedillo who merits punishment but also all those involved we have mentioned and the governors in turn, because when they cover up and protect those responsible for the Acteal massacre by not applying justice, they become complicit and pass to forming part of the list of perpetrators of this crime of State.”

In the same pronunciation they denied the idea that the massacre was perpetrated for religious reasons; rather in their view it was a counterinsurgency strategy: “they present the paramilitaries as victims of an inter-religious problem, that Las Abejas de Acteal pertains to the Catholic Church and the [political] left, and for this reason we accuse these peoples.  The Acteal massacre and the events leading up to it were part of a political conflict designed by the Mexican State with the objective of countering the struggle of the EZLN and that of the indigenous peoples of Mexico.”
