Chiapas: La Garrucha JBG denounces provocation and looting of recuperated lands

The Good-Government Council (JBG) Path toward the Future has denounced provocations and looting of recuperated lands in the settlement Nuevo Purísima (autonomous municipality of Francisco Gómez) on the part of persons residing in the neighborhoods Puerto Arturo and San José las flores in the city of Ocosingo, who say they do not pertain to any organization, although the Junta notes that they receive support from the local PAN office.

On September 18, a group of 45 persons calling themselves “independents” arrived to “appropriate” in Nuevo Purísima a recuperated territory of 178 hectares where Zapatista support-bases work.  The communiqué notes that “these persons are people organized by the bad government and they offer to provoke EZLN support-bases.  These persons have been transported by two three-ton trucks belonging to the mayor of Ocosingo (Arturo Zúñiga Urbina).”

On 19 September around 8am, another group of 100 persons from the ranch Las Conchitas and the ejido P’ojcol (municipality of Chilón), who “are paramilitaries,” says the JBG, “also entered to ‘appropriate’ recuperated land on which work and lvie our comrade support-bases from the settlement Nuevo Paraíso, whcih pertains to the autonomous municipality Francisco Villa.”  Carrying firearms, these persons “began to measure the measure the surroundings of the recovered lands.”

The JBG finishes its communiqué with the following: “BROTHERS AND SISTERS: WE ARE DENOUNCING THE AGGRESSIONS AGAINST OURSELVES AND THE 3 LEVELS OF GOVERNMENT DO NOTHING.  THEY DO NOTHING BECAUSE THEY ARE THE SAME ORGANIZERS; THEY PLAN IT ALL WITH THE MONEY FROM THE TAXES OF THE PEOPLE OF MEXICO AND THE UN.  THEY SPEND TO DESTROY.  THE DIGNIFIED PEACE [IS] WHAT WE ZAPATISTAS WANT.  WE DO NOT WANT TO DIE BUT THE BAD GOVERNMENTS OBLIGE US TO DIE.  FOR THIS REASON WE WILL DEFEND OURSELVESÑ THAT SHOULD REMAIN CLEAR.  FOR EVERYTHING THAT HAPPENS CALDERÓN, SABINES, AND THE MUNICIPALITIES WILL BE RESPONSIBLE.

THE GOOD-GOVERNMENT COUNCIL PUBLICLY DECLARES THAT ALL THE LANDS RECUPERATED BY THE EZLN WILL BE DEFENDED REGARDLESS OF THE COST.  THE BAD GOVERNMENT KNOWS WELL THAT THE RECUPERATED LANDS HAVE BEEN PAID FOR SINCE 1994.  AND NOW WE WILL NOT PERMIT THAT SOME OTHERS COME TO TAKE AWAY OUR LANDS, NOR WILL WE PERMIT THAT THEY CONTINUE LOOTING AND HARASSING OUR COMRADE ZAPATISTA SUPPORT-BASES.”

Chiapas: JBG of La Garrucha denounces armed aggression on August 16, 2011

In its most recent communiqué, the Zapatista Good-Government Council (JBG) El camino del futuro, from the caracol La Garrucha, denounced armed attacks on the part of members of the Regional Organization of Coffee-cultivators of Ocosingo (Orcao), whom it describes as “paramilitaries” who are supported by state and municipal police.  The denunciation affirms that the aggressors originate from the ejidos Guadalupe Victoria and Las Conchitas (Ocosingo), as well as from Pojcol (Chilón), who have attempted to invade the lands of EZLN support-bases in the autonomous municipality of Francisco Villa.

They detail that on 12 August, groups organized and armed from Orcao fired on support-bases who were going to carry out communal labor in recovered territory.  “Orcao men and women from Guadalupe Victoria impeded the pass of a Zapatista comrade, threatening to burn his vehicle with all the possessions he was carrying inside,” claimed the JBG.  Another person sought to take film but had his camera taken by the Orcao group.  When other Zapatistas approached, the JBG notes that the Orcao member José Alfredo Peñate Gómez too out a .22 caliber pistol and began firing, injuring Manuel Hernández López.  At that moment, the Zapatistas chose to retreat.  The communiqué notes that a bit later, another vehicle from the autonomous municipality that was carrying more Zapatistas toward their communal plots was also fired upon “by an armed group of Pojco”; the vehicle was hit with two bullets of .22 caliber.

According to the JBG, “On 12 August it was clearly seen that this has been prepared, directed, and supported by the bad governments, because on that day as night fell a state and municipal police car entered with two ambulances that went to Guadalupe Vistoria.  We believe that they went to provide more bullets and to support them so that they continue with their death-threats by firing.”  The JBG concludes its communiqué by stating that “this is our denunciation and we will be alert and ready for whatever the bad governments want.”

On 7 July, the “El Camino del Futuro” Good-Government Council (JBG), with headquarters in the Caracol “Resisting until a new Dawn” of La Garrucha, made public a denunciation that considers three cases in the zone that corresponds to this Caracol.  They defined the cases as part of an intesiifcation of the counter-insurgency campaign carried out by the federal, state, and municipal governments that seeks to manipulate persons of other indigenous and campesino organizations so that “AMONG US CAMPESINOS WE CONFRONT EACH OTHER AND KILL EACH OTHER.”

According to the Zapatista authorities, in the community of Nuevo Paraíso, from the autonomous municipality Francisco Villa (official municipality of Ocosingo), members of the Regional Organization of Coffee-growers of Ocosingo (ORCAO) from the ejido Guadalupe Victoria have occupied “THE LAND THAT WAS RECOVERED WHICH PERTAINS TO THE [NUEVO] PARAISO ON 3 MARCH 2011 IN THE SAME PLACE […] ANOTHER GROUP OF PERSONS FROM LAS CONCHITAS IN THE MUNICIPALITY OF OCOSINGO IS GROWING A MILPA AND ANOTHER GROUP OF PEOPLE FROM THE POJCOL EJIDO FROM THE CHILON MUNICIPALITY.”  Furthermore, according to the JBG’s denunciation, the members of ORCAO have robbed these Zapatista support-bases (BAEZLN), destroyed coffee-plants, and took a cow worth 5000 pesos from the months of March to June of this year.

Linked to the archaeological zone of Toniná, the JBG denounced the federal, state, and municipal governments for manipulating “SEÑORA MARIA SOCORRO ESPINOZA TRUJILLO, AND HER DAUGHTERS BERENICE CRUZ ESPINOZA AND DALIA MARIBEL CRUZ ESPINOZA ASSESSED BY THE BAD GOVERNMENT” so that they sell the land recovered by the EZLN.

Finally, the JBG referred in its denunciation to the community of Nuevo Rosario, where members of ORCAO and unaffiliated party-persons have cut down trees to sell in Ocosingo, against the wishes of the BAEZLN of the community, beyond having taken from the BAEZLN milpa, causing destruction.

Chiapas: the La Garrucha JBG denounces governmental pressure against Zapatista support-bases in Cintalapa

In a communiqué published on 9 April 2011, the “Camino del futuro” Good-Government Council (JBG) of the Zapatista caracol of La Garrucha denounced the attempt to loot the lands and ejidal rights of the Zapatista support-bases of Cintalapa, municipality of Ocosingo, if they do not renounce resistance.  It noets that “In mid-March, the PRI and PAN authorities demanded that the Zapatista support-bases present a copy of their electoral-card to request a project, pay land-taxes, and obtain an agrarian certificate.”  The JBG claims that the ejidal authorities of Cintalapa sought to force them to sign an accord with a content that contradicts autonomy and resistance.  The communiqué concludes that “We Zapatistas maintain our firmness in dignity and resistance, and we will defend our comrades even if the bad government attempts to destroy it with frauds and handouts.  We will not give up, we will no sell ourselves or abandon our project.  We are here and will continue here.  We will not allow these PRI members to harass our comrades in resistance.  We will defend their right because we know well that this is a governmental plan.  We will not pay land-taxes nor electricity tariffs; we will give nothing to the bad government because we receive nothing.”

Chiapas: Five Zapatista support-bases released for lack of evidence

Five Tzeltal campesinos–support-bases of the Zapatista Army of National Liberation (EZLN)–who had been detained in the municipal prison of Ocosingo since 11 May were released without charges by the authorities the following day.  They had initially been arrested by residents of the Peña Limonar ejido and were later transferred by the State Preventive Police (PEP) to the charge of the Public Ministry.

The five indigenous individuals–Ebelio Montejo Hernández, 35; Manuel Gutiérrez López, 42 (a health-promoter); Luis Gutiérrez Vázquez, 15; Pedro Gutiérrez Hernández, 18; and Narciso Gutiérrez Jiménez, 63–were taken into custody following accusations that they had raped five women.

The La Garrucha Good-Government Council (JBG), located in the municipality of Ocosingo, denounced their detention on 10 May together with the disappearing of 9 other Zapatistas from the community of Amaytic.  In its communiqué, the JBG found “the three levels of government, FEDERAL, STATE, AND MUNICIPAL” responsible for the events, given that they “had not paid attention to the question of resolving this problem.”

The conflict dates back to at least August 2002, during which time two Zapatista authorities were killed after they had moved to Peña Limonar.  According to the La Garrucha JBG, they desired to return to Amaytic in March 2010, occupying land by force and generating a climate of hostility.

Chiapas: Public Denunciation on Ranchería Amaytic from Garrucha JBG

As of March 16, zapatista support bases from Ranchería Amaytik located in the Ricardo Flores Magón autonomous municipality have been followed and threatened with eviction and death by some 200 member of the  Organization for the Defense of Indigenous and Campesino Rights (Opddic, Organización para la Defensa de los Derechos Indígenas y Campesinos). The Good Government Council (JBG, Junta de Buen Gobierno) “The Path of The Future” of the Garrucha caracol, recently denounced the actions of armed members of the Institutional Revolutionary Party (PRI, Partido Revolucionario Institucional) and the Opddic who are following “our compañeros” in an attempt to apprehend them. The women are alone in their homes and they are threatening them, telling them they will kill all of their livestock and that they will be evicted.

The JBG explains the events leading up to this conflict stating that it began on August 25, 2002 with “a problem [concerning] the separation of a couple in Ranchería Amaytic,” in the Ricardo Flores Magón autonomous municipality in which autonomous authorities intervened. Lorenzo Martinez Espinoza, a spokesperson for the autonomous council and Jacinto Hernandez Gutierrez, an autonomous agent, “were murdered with a firearm and machetes and sticks after leaving the place.”

According to the communiqué “the murderers” left the community and sought refuge in the Peña Limonar ejido. The autonomous authorities would not allow them to continue living in the Ranchería Amaytic. On March 15 of this year, the PRI members attempted to return accompanied by people from Peña Limonar, Yoc Navil, Pamanavil, San Antonio Catarraya, Ranchería Ganxanil and Nueva Providencia.

The JBG concludes: “We will defend our compañeros and our land with a solution in agreement with our customs; we do not want problems, we will always seek out a solution that springs from the area where the problem arose, but the bad government always gets in the way and that is when it becomes impossible to solve the problem because of course this is part of their plan known as counterinsurgency.”

Chiapas: La Garrucha JBG’s communiqué on OPDDIC menace

In a communiqué released on 3 March, the Good-Government Council (JBG) Path of the Future of La Garrucha claimed that the Organization for the Defense of the Rights of Campesinos and the Indigenous (OPDDIC) threatened to violently attack the Zapatista communities Casa Blanca and Santo Domingo, both of which hold lands that pertain to this caracol.

The JBG claimed that “the government’s plans are clear:  to pay-off people to engage in activities that screw people who struggle against the system.  As the land has been retaken, they are dividing the people; the bad government granted land to those who hadn’t fought for it.”  The JBG promised to “defend our lands no matter the cost, regardless of what happens.”  The communiqué added that it was thus clear who would be responsible for acts to come.
