Oaxaca: Consultative process in the Tehuantepc Isthmus challenged on several fronts

After the beginning of the consultation process began in November regarding the implementation of a wind-energy project by the Wind-Energy Firm of the South in Juchitán de Zaragoza, Tehuantepec Isthmus, a number of acts of intimidation and harassment against members of the Popular Assembly of the Juchiteco People (APPJ) have been reported.  Once the session from which they had been barred and insulted upon questioning the information provided by the firm had ended, three APPJ members were followed by a white truck, and they heard gunfire as they entered their homes.

For its part, the Assembly of the Indigenous Peoples of the Isthmus in Defense of Land and Territory (APIIDTyt) denounced that the conditions under which the process were progressing are incorrect: “As seen in the screams and insults and harassment by armed men, as was seen on 11 November, the events confirm that this is not a free consultation.  Instead, it is proceeding under conditions of coercion and assault.”  Furthermore, they indicated with respect to the second phase of the consultation, which was “approved despite the grave irregularities,” that “the meeting was held in a different place from the beginning, despite the fact that there was little diffusion of this information, with the result that the majority of those who attended were Coce groups, city hall workers, landowners who have signed contracts with the firm, and lawyers who are committed to the corporation.”

Beyond this, Saúl Vicente Vázquez, mayor of Juchitán, assured that in case the “representative institutions” of the communards and the people of Juchitán decide not to build the wind-energy park on the land, City Hall “will respect this decision totally.”

Beyond this, the announcement by President Enrique Peña Nieto (EPN) regarding the creation of an exclusive economic zone for Oaxaca, Guerrero, and Chiapas to catalyze development, with the creation of an industrial inter-oceanic corridor in the Tehuantepec Isthmus, “is a double discourse, because on the one hand it speaks of combating corruption and not having nefarious ties with firms, but on the other it is saying to corporations that they have all the support.  They come once again to speak to us of development but without taking into account us indigenous people, our human rights, or the decisions of the people regarding our resources,” stressed an APPJ member.

Oaxaca: Repeated aggressions against Communal Police of Álvaro Obregón

Over the course of only ten days, two attacks were denounced against members of the “General Charis” Communal Police (Binni Guiapa Guidxi) in the Binnizá (Zapotec) indigenous community of Álvaro Obregón, in the Juchitán municipality of the Tehuantepec Isthmus.

On 31 March, four units from the Communal Police were stoned by persons identified as being members of the official police overseen by the  mayor of Juchitán, Saúl Vicente Vázquez.  As a result of the attack, the window of the Communal Police’s vehicle was broken and an agent was injured in the neck.

Beyond this, on 9 April, the Assembly of Indigenous Peoples of the Isthmus of Tehuantepec in Defense of Land and Territory (APIITDTT) denounced that gunmen dressed in civilian clothes fired on a member of the Communal Police on eight occasions from an official police vehicle.  The attacks did not, however, succeed in injuring the intended target.

The APPIITDTT indicated that there exists a tense environment in the Álvaro Obregón community amidst the possibility of new attacks.

It should be recalled that, also on 22 March, 12 members of the Communal Police and of the communal authorities of Álvaro Obregón were arrested by the municipal police of Juchitán.

The General Assembly of the community of Álvaro Obregón, in the Tehuantepec Isthmus, has denounced threats directed at Eduardo Toledo, member of the communal council and opponent to wind-energy parks, on the part of political agents representing the mayor of Juchitán, Saúl Vicente Vázquez, and former mayor Mariano Santana.

The background to this outcome can be found on 18 January, when the communal police of Álvaro Obregón  intercepted several militants from the PT-PRD parties who, on the orders of mayor Saúl Vicente Vázquez, sought to access the community toward the end of meeting to choose the authorities.  The communal police recalled that, according to a decision taken by the general assembly of the community, members of political parties would not be allowed entrance, and no authority not chosen by the citizens’ general assembly, the maximum internal authority, would not be recognized by anyone.

To avenge this ultimatum, Eduardo Toledo was threatened with death on two occasions (20 and 21 January) by the same people who had been denied entry to Álvaro Obregón, including one known to be Economic Minister of the Juchitán Town Hall.

The General Assembly of Álvaro Obregón has demanded in a communique, including other things, that the denounced death-threats be investigated and that the Juchitán Town Hall respect the decisions taken by the people of Álvaro Obregón in their exercise of self-determination.
