Chiapas: Special Elections Suspended in Six Municipalities

On April 3rd, a special election day was called in Venustiano Carranza, Siltepec, Emiliano Zapata and El Parral, due to the annulment of the elections of June 6th, 2021. In the Frontera Comalapa and Honduras de la Sierra municipalities, the special elections were suspended “as the competent authorities determined that there are no conditions or security guarantees to carry out the electoral day this April 3rd, the National Electoral Institute (INE) reported.

On June 6th, 2021, ballots and voting booths were burned in El Parral, Emiliano Zapata, Frontera Comalapa, with the consequent annulment of the elections. In the other three municipalities, elections did not even take place due to intimidation by armed men and theft of ballots. In Venustiano Carranza, the elections were stopped due to the violence caused by an agrarian conflict and in Honduras de la Sierra they were canceled due to the opposition of a part of the population, which did not accept the creation of this new municipality, the youngest in Chiapas. In Honduras de la Sierra and Frontera Comalapa, the problems continue unaddressed and on April 3rd for the second time they prevented the election day from being held.

“We filed letters asking for precautionary measures in the six municipalities to carry out this election. Despite all this, we are facing this type of adversity and problems, which I have to say is frustrating”, said Oswaldo Chacon Rojas, president of the Institute for Elections and Citizen Participation (IEPC) of Chiapas.

In the two municipalities where special elections were not held, the State Congress will have to appoint new Municipal Councils. In the municipalities of Venustiano Carranza, Siltepec, Emiliano Zapata and El Parral, the data from the Preliminary Electoral Results Program will be confirmed during the municipal calculations that will be carried out by each of the Municipal Electoral Councils of the IEPC starting on Wednesday, April 6th.
