On April 8th, the Me’phaa people of Tilapa, municipality of Malinaltepec, located on the borders of the Montaña and the Costa Chica, inaugurated a new indigenous security and justice system based on autonomy, self-determination and the recognition of authorities of the peoples embodied in Convention 169 of the Labor Organization, the United Nations Declaration on the Rights of Indigenous Peoples and Article 2 of the Political Constitution of the United Mexican States. The so-called Indigenous Territorial Reservation Security Justice System (SERTI) seeks to consolidate itself against the threat of criminal organizations taking over the lives of people, against the installation of mining companies and against the governance crisis in the region.

It is a challenge to those who threaten the safety of young people and children, against companies that want to enter sacred territories and against organized crime that is filtering through many places,” said the director of La Montaña Tlachinollan Human Rights Center, Abel Barrera Hernandez.

A governance committee made up of five Honor and Justice counselors, the first and second commander and 24 members of the police force were sworn in.
