Oaxaca: Local congress approves Law for Defense of Human Rights; this to replace the Commission for the Defense of Human Rights

On 13 January, the state congress of Oaxaca unanimously approved the Law for the Defense of the Human Rights of the People of Oaxaca.  According to different media sources, members of non-governmental organizations and academics had participated in the formulation of the proposed law aside legislators from the Commission on Human Rights from the Oaxaca state-government.  Among the powers of the new Defense, which is to replace the Commission for the Defense of Human Rights, is included one to establish mechanisms of “early alert” for attention to serious cases, another to promote actions against unconstitutional laws that violate human rights, and yet another to create municipal defense-institutions for the protection and promotion of human rights in the 570 municipalities of the state.  Several media stress that this would be the first secondary norm derived from the constitutional reforms passed in April 2011.
