Chiapas: National Guard Kills Cuban Migrant in  Pijijiapan

On October 31st, the National Guard shot and killed a Cuban migrant in Pijijiapan, Chiapas, some 40 kilometers north of where the caravan of several thousand migrants rested that day. Four more people were injured.

According to the them: “The driver tried to attack elements of the National Guard, accelerating the march of the vehicle, so when faced with the driver’s response and seeing their integrity at imminent risk, they activated their weapons to stop the vehicle, thus stopping him approximately 50 meters ahead.” The driver as well as the other passengers tried to escape but were detained by the National Guard. Personnel from the Chiapas Prosecutor’s Office found the body of the Cuban migrant, who had firearm injuries, inside the vehicle.

On November 1st, the National Human Rights Commission (CNDH) reported that it had already opened an investigation into the incident, as did the Attorney General’s Office, which opened an investigation file for the crime of qualified homicide against those who are responsible for the death of the migrant.

The Office of the UN High Commissioner for Human Rights (UNHCHR) and the International Organization for Migration (IOM) lamented the death of the Cuban and stated that “this case reaffirms the importance of guaranteeing that human rights are in the center of all government management of migration. In this case, the victims and their next of kin must be guaranteed their rights to truth, justice, reparation and non-repetition.”
