Oaxaca: Zapotec Communities Hold Consultation on Mining Based on Uses and Customs; Total Rejection Ratified

On December 10th and 12th, Regional Assemblies were held in the Zapotec communities of Santa Catarina Minas, Ocotlan and San Dionisio Ocotepec, Tlacolula where, before more than 2,500 people, the No to Mining for a Future of All Front ratified their rejection to mining in their territories, for which they demanded that the Mexican State reject “any environmental permit for mining exploitation”, especially that of the San Jose project of the Cuzcatlan mining company.

According to Educa Oaxaca, minutes were presented with 6,172 signatures of citizens of the different communities that “certify their position to prohibit mining activity in their territories.”

Regarding this, the residents denounced that on October 25th, the head of SEMARNAT, Maria Luisa Albores, ratified the agreement to consult the ten communities affected by this mining company. However, the agency left out six of them and instead consulted communities that are settled in territories that have been concessioned to the mining company or its subsidiaries.

For this reason, the communities of Monte del Toro, San Matias Chilazoa, San Martin de los Cansecos, Magdalena Ocotlan, Santa Catarina Minas, El Vergel, Los Ocotes, San Jose del Progreso, San Nicolas Yaxe and San Dionisio Ocotepec decided not to participate in this consultation and summon, through Uses and Customs, a new “self-consultation” through the regional assembly. The participants determined “to prohibit all mining prospecting, exploration and exploitation activities, due to the serious social and environmental impacts that the mining project has left in our territories.”

Despite the fact that SEMARNAT undertook to attend these assemblies to collect the signatures and observe the process together with personnel from other bodies such as the Ministry of the Interior, the National Human Rights Commission, and the National Institute for Indigenous Peoples, none of the them attended the community consultations, for which those present expressed their outrage.
