Chiapas: IACHR Visits Communities affected by Violence in Aldama, Chalchihuitan and Chenalho

A delegation from the Inter-American Commission on Human Rights arrived in Mexico on July 11th in order to monitor compliance with the precautionary measures granted to 22 communities in the municipalities of Aldama, Chalchihuitan and Chenalho.

Led by the commissioner and rapporteur for Mexico and Indigenous Peoples, Esmeralda Arosemena de Troitiño, and the executive secretary, Tania Reneaum Panszi, the delegation began its visit with a meeting with the Undersecretary for Human Rights, Population and Migration of the Ministry of the Interior, Alejandro Encinas Rodriguez, the General Director of Human Rights and Democracy of the Ministry of Foreign Affairs, Cristopher Ballinas Valdes, the Secretary General of the Government of Chiapas, Victoria Cecilia Flores Perez and other federal and state authorities.

On Tuesday, July 12th, already in Chiapas, their first tour was in the communities of the municipality of Aldama, where despite precautionary measures MC-274-18 being issued in April 2021 for security and displacement reasons, to date, more than 1,000 attacks with high-caliber weapons have been recorded, resulting in three deaths and several injured, including girls and boys; in addition to the forced displacement of at least 4,399 people.

Given this scenario and after listening to the testimonies of some residents, Commissioner Arosemena noted, “When one listens to the experiences of each person, the claim is in court. A response must be given to the violent acts in which people’s lives have been lost, so there is a need, and the authorities can work on this with the investigation, with the commitment to arrest those responsible for the acts, because they are facts that take people’s lives, and that is a right that must be protected, the right to life.”

On its second day of work in Chiapas, the delegation visited the municipality of Chalchihuitan, where groups of representatives of displaced persons asked the representatives of the IACHR to intervene with the Mexican State so that the groups that operate in that area are disarmed and, they stated that “there is a lack of interest from the authorities to try to solve the agrarian problem that worsened in 2017” for which they asked the rapporteur to “be their voice to demand that the government attend to their requests to create the security conditions to return to their places of origin and to work their land.”

The visit of the delegation of representatives of the Inter-American Commission on Human Rights, which takes place in a context of increased violence, proliferation of armed groups and organized crime, and criminalization of human rights defenders, continues in Chiapas until Friday the 15th, with visits during the remaining two days to communities in Chenalho and meetings with state and municipal authorities.
