On December 23rd, the Fray Bartolome de Las Casas Center for Human Rights (Frayba) issued a bulletin in which it reported that, the week before, the Inter-American Commission on Human Rights (IACHR) requested from the Mexican State to be able to “make a visit in situ in order to know the situation of the Precautionary Measures implemented in the municipalities of Aldama, Chalchihuitan and Chenalho.” This occurs considering that “the risk factors that endanger the safety and life of the inhabitants of 22 indigenous communities of Chiapas remain”: nine neighboring communities of the municipality of Chalchihuitan and one of Chenalho; and 12 communities of the municipality of Aldama adjacent to the Santa Martha community of the municipality of Chenalho.
Frayba explained that “the IACHR has shown that to date the ministerial investigations do not have elements that permit showing that the disarmament and disarticulation of the people belonging to the armed groups that operate in the affected areas have been achieved, despite the actions implemented such as the arms exchange program and intelligence activities, which allows cycles of violence to persist, including shootings and attacks with firearms that threaten people’s lives.”
Therefore, both the Frayba and the beneficiaries of these precautionary measures asked the Mexican State for its permission for the IACHR to carry out the on-site visit to said communities.
