Chiapas: Reports of Torture in Siglo XXI Migration Center

In a statement issued on June 25th, 2021, the Collective for the Observation and Monitoring of Human Rights in Southeast Mexico (COMDHSE) expressed its concern about acts of torture against the migrant and refugee population at the Siglo XXI Migration Center, as well as the lack of actions by the Judicial Power to guarantee protection of the victims.

The events occurred on Tuesday, June 15th, after a group of detained men protested the lack of clarity in their migration processes and access to shelter, and for receiving rotting food. In response, some were beaten and all were forced to lie on their back for ten hours with their hands behind their heads, under the sun and rain, forbidden to close their eyes, under threat of being beaten if they did.

COMDHSE explains that “as a consequence of said acts of torture, the people presented physical affections such as respiratory problems, weakness, body aches and psychological impacts.”

With the help of published photographs, the participation of members of the National Migration Institute and the National Guard was confirmed. Consequently, an injunction (No. 254/2021) and a complaint were filed with the CNDH, requesting a judicial and Commission inspection visit to the Migration Station, with the collaboration of civil society; order the medical and psychological review of the detained persons; prevent their deportation or return, as well as send the list of detainees and the videotapes of the day of the events.

In response, the Judicial Branch asked the Collective to identify the possible victims and present them to the authorities, an order that omits the responsibility of the State, which is the only body in possession of the victims’ data, “while preventing access to medical and psychological care for them and reveals the lack of effective mechanisms for access to justice for migrants, refugee applicants and refugees in Mexico”, COMDHSE said.
